
VP Alupo Meets KAPATU Leaders, Praises Maama Janet Museveni’s Commitment to the University’s Success!
Kampala, Uganda – East Africa / September 1, 2025.
On Monday, September 1, 2025, the Vice President of Uganda and the Deputy Founding Chancellor of Karamoja Peace and Technology University (KAPATU) Project, Maj. Jessica Rose Alupo Epel met with a delegation from the KAPATU Project. The team included Counsel Twinobusingye Severino, President of the Catholic Lawyers Society International (CLASI), the 3rd University Vice President, and Chairperson of the University Council, as well as Prof. Annette Deborah Kezaabu, the Deputy Vice Chancellor for Academic Affairs. The delegation was led by Hon. Lokii Peter Abrahams, the Member of Parliament for Jie County and Chairperson of the KAPATU Transition Committee, who also serves as an Ex-Officio member of the university council. Additional members of KAPATU were also part of the team.
During the meeting, the Vice President praised First Lady and Minister for Education and Sports, Hon. Janet Kataha Museveni, for her dedication to the success of KAPATU. H.E. Alupo highlighted the First Lady’s support, emphasising the importance of the university for the transformation of the Karamoja sub-region and the Ateker region as a whole.
The KAPATU team shared a report about the university’s history, current challenges, and future plans. The Vice President promised full support from the cabinet, calling KAPATU an important institution that can help end ignorance and poverty in Karamoja and the wider Ateker region.
H.E. Alupo expressed her gratitude to the KAPATU leadership for their significant contributions, stating,
“I regard KAPATU as God’s work where the leaders and staff are all God’s messengers.”

ABOUT KAPATU
KAPATU is a new public university established through a collaboration between the Roman Catholic Diocese of Kotido, the Catholic Lawyers Society International (CLASI), led by its president, Counsel Severino Twinobusingye, and the government of Uganda. The university’s main campus is located in Kotido municipality in the Karamoja region. Its mission is to promote peace and sustainable development in the area through education.
The concept for KAPATU was conceived in 2014, and the university was officially launched on April 29, 2023, during a colorful ceremony at Nsambya. The event was presided over by H.E. the Vice President, Maj. (Rtd) Jessica Alupo, who represented H.E. the President. The KAPATU project is overseen by a Strategic Leadership Committee, chaired by President Museveni, who serves as the founding Chancellor, and Vice President Jessica Alupo, who is the founding Deputy Chancellor.
The government has allocated Shs 180 billion for the establishment of the university, following a special cabinet meeting held on December 16, 2024, chaired by H.E. the President and attended by H.E. the Vice President.
