Brief Overview And Experience

Godfrey Himbaza is an Advocate, Solicitor and Legal Consultant in Uganda. He is a licensed Advocate in the High Court of Uganda with experience spanning 13 years of legal practice, involving both litigation and non-litigation work. He is a partner in the Firm.

Godfrey has taught Law in three Ugandan Universities to wit; Makerere University, Kampala International University and Pentecostal University, majorly in the fields of Constitutional Law, Human Rights , Humanitarian Law, and Natural Resources Law. Previously, he worked with the Uganda’s Ministry of Justice and Constitutional Affairs in the Directorates of Litigation and Legal Advisory Services, where he gained vast experience in litigation, legislative drafting, interpretation and rendering legal advice on major contract agreements between Government and private contractors/suppliers as well as representing the Attorney General in major International meetings.

As a Partner in OSH Advocates, Godfrey leads the litigation team, and advises Municipal Councils on revenue collection and enforcement, Borrowers and lenders on bank products and security perfection as well as litigation on
other areas of the Law.

Godfrey has advised Ugandan Government, Municipal Governments and private investors in the areas of Constitutional Law, enforcement, regulatory and transactional matters including protocols under the East African Community. He specializes in litigation and legal advisory. He has advised clients developing private contracts, legal due diligence, regulatory frameworks for different sectors and has participated in business Negotiations.

Key Experience Record

  • Team member on Uganda government’s pioneer legal advisory and negotiation team advising and negotiated the Ugandan Government’s position on the East African Protocol on integrated Northern Corridor development involving East African countries that kick-started the Northern Corridor Transportation Agreement between the East African Countries/Grate Lakes countries of Uganda, Kenya, Tanzania, Burundi, Rwanda, and the Democratic Republic of Congo. The advisory work and negotiations involved various protocols on Water, Railway, Air and Pipeline transportation of goods and people, currently, the Northern Corridor program
    forms a very integral part of the East African Integration.
  • Led the fi m’s team on the review of the consultant’s report on the Reform of Urban Water and Sanitation, which review and consultant’s report formed the policy and transactional reform of National Water and Sewerage Corporation to become one of the leading African Public enterprise.
  • Advised as Attorney General’s representative to the Ministry of Trade, Industries and Antiquities on the development of Uganda Government’s tourism policy and marketing framework entitled “Gifted by Nature”.
  • Advised local governments on contractual engagements with the private sector and relations with other government departments.
  • Representing Uganda Air Cargo Corporation, a Government-owned Air Cargo Company in its appeal against a judgment in favor of its former Senior Management team. The appeal arises out Attorney General as the chief advisor to Government entered and Counsel to the Corporation entered a Consent Judgment without the instructions of the corporation and this in the Corporation’s point of view has the effect of wiping out its capital and it is against the Public Accountability Act and the Constitution.
  • Advised the Department of Water Development in the Ministry of Water and Environment, Uganda on the implementation of the Government’s decision of transforming a government Utility Corporation into an Asset Holding Authority and on the Regulatory Framework for Urban Water and Sanitation.
  • Represents former Civil Servants and related party companies against the seizure of their properties under the Anti-Corruption Act.
